If the reality is as you have mentioned, then it is impermissible to lend a sum of money to another person on the condition of paying an additional sum of money, because it is a loan that draws interest
and every loan that draws interest is Riba (usury). May Allah grant us success May peace and blessings be upon our Prophet Muhammad, his family, and Companions.
