Q: What is the ruling on a person who, in spite of having the financial ability to pay Zakat-ul-Fitr (obligatory charity paid before the Festival of Breaking the Fast), does not do so?

A: It is obligatory on anyone who did not pay Zakatul-Fitr to repent to Allah (Glorified and Exalted be He) and ask His forgiveness as he is sinful for not paying it. Moreover, this person has to pay it to those deserving it. However, if it is paid after the `Eid Salah (Prayer), it is considered a charity.May Allah grant us success.
