Q 8:
What is the ruling on a woman who does not cover herself in front of non-Mahram men (not a spouse or an unmarriageable relative) and mixes with them,
although her family are Muslims who observe the congregational Salah (Prayer) and Sawm (Fast)? Whenever she is blamed for this, she makes excuses. Does her insistence on committing Munkar (that which is unacceptable or disapproved of by Islamic law and Muslims of sound intellect) in public deem her outside the pale of Islam? What is the ruling on the religious obligations which she sometimes observes? May Allah reward you the best.
A:
It is Haram (prohibited) for a woman to leave her house uncovered and to mix with non-Mahram men, because this involves Fitnah (temptation) and leads to the spread of evil and corruption. No excuse can permit her to do this. Her guardian should prevent her from doing this Munkar. The ruler and concerned authorities are required to censure her and protect the society from her evil. If she insists, she should be disciplined with the suitable deterrent for her and people like her. She is not to be regarded as Kafir (non-Muslim) for insisting on such actions, unless she believes in the lawfulness of committing Munkar. (Part No. 17; Page No. 181) May Allah grant us success.
