Q 6:
When a Muslim has sexual intercourse with a Christian woman while dressed without penetration,
what is the ruling on him if he does so whether he is married or not?
A:
A Muslim who does so is a sinner and must make Tawbah (repentance to Allah) and seek forgiveness from Allah (Exalted be He). If he is proved to have committed such an act without penetration, the Muslim ruler shall inflict the suitable Ta`zir (discretionary punishment) on him that he believes will be a deterrent.May Allah grant us success. May peace and blessings be upon our Prophet Muhammad, his family, and Companions.
