Q 3:
We have a poor neighbor who neglects Salah (prayer). His girls are Mutabarrijat (sing. Mutabarrijah: a woman who makes a public display of her charms or adornment). We advised them but they insist on this. Is it permissible to give them Zakat-ul-Fitr (obligatory charity paid before the Festival of Breaking the Fast) and give charity to them?
A:
If your neighbor is neglectful of Salah and insistent on neglecting it, it is not permissible to pay Zakah to him because he is not a Muslim. Zakah is for the poor Muslims, as the Prophet (peace be upon him) said:
Tell them that Allah has made the payment of Zakah obligatory upon them. It should be collected from their rich and distributed among their poor.
