Q 2: What is the ruling on those who commit blasphemy? What if they are first degree of kinship such as the father or the brother? What is the ruling on shrines like
Ibrahim Al-Dusuqy,
Al-Sayyid Al-Badawy,
Al-Husayn,
etc. What about the Masjids (mosques) built around these graves? Do they fall under the Prophet's Hadith,
Allah curses the Jews and the Christians, for they have taken the graves of their Prophets as places of worship.

A:
First:
Blasphemy is an act of apostasy if a blasphemer is a Muslim. It is the duty of whoever knows that to forbid the Munkar (that which is unacceptable or disapproved of by Islamic law and Muslims of sound intellect) and advise them for they hopefully may accept the advice, stop doing Munkar, and repent to Allah. This duty is most needed with regard to one's relatives, for the Prophet says:
Whoever among you sees something abominable, should rectify it with their hands; and if they have not strength enough to do it, then they should do it with their tongues; and if they have not strength enough to do it, (even) then they should (abhor it) from their heart, and that is the last degree of Faith.
Secondly,
it is impermissible to build mosques around graves or to bury the dead therein. It is not permissible to perform Salah (Prayer) in these Masjids because of the Prophet's saying:
Indeed, those who preceded you used to take the graves of their prophets and righteous men as places of worship, then beware of that for you must not take graves as masjids (mosques); I forbid you to do that.
