Q 1:
is it permissible for a man who swears frequently not to make Kaffarah (expiation) for breaking their many oaths?

A:
Breaking a binding oath necessitates making Kaffarah. Taking oaths frequently is an abominable act, for this entails lying and neglecting to make Kaffarah. Allah commands Muslims to preserve their oaths, when He (Glorified be He) says:
And protect your oaths (i.e. do not swear much).
He (Glorified be He) also dispraised taking frequent oaths, when He says:
And (O Muhammad صلى الله عليه وسلم) obey you not everyone Hallaf Mahîn (the one who swears much and is a liar or is worthless). [Tafsir At-Tabari]
