If this third is designated for a philanthropic institution, the there is no Zakah due on it because it is spent in one of the channels of righteousness and has no specific owner. However, if this third is designated for a person or a group of people as a private ownership, then Zakah becomes Wajib (obligatory) on the beneficiary once the conditions of Zakah are met and its impediments are absent.
