It is permissible to recite the Qur’an during the prohibited times mentioned in the question, because no prohibition is stated in this regard (i.e. The prohibition is confined to the performance of supererogatory Salahs). Permissibility is the original ruling with respect to reciting Qur’an. The Shari‘ah (Islamic law) encourages reading the Qur’an at any time so that the rulings and teachings of Shari‘ah are firmly implanted.May Allah grant us success.
