Establishing charitable funds to help needy and injured families is a good thing. It is a way to help one another in righteousness and piety. However, it is not permissible to collect the money by force. Whoever is willing to pay a sum of money, should be allowed to do so. Otherwise, no one should be forced. May Allah grant us success. May peace and blessings be upon our Prophet Muhammad, his family, and Companions.
