Q 3: Is it Halal (lawful) for girls to go to school unveiled, displaying their charms in public? What is the obligation on a brother towards his sister who insists on Tabarruj (woman’s public display of her adornment or charms), even though he has used all possible ways of advising and guidance with her. Using violence with her angers our parents. Am I entitled to interfere in these matters, despite their anger? What is my obligation after all that and what is the ruling of the Din (religion) (Part No. 17; Page No. 268) in this respect and regarding what I did?

A: It is not permissible for women to go out displaying their beauty and adornment in public to receive education or for any other reason. Any woman who goes out or appears like this in front of Ajanib (men other than a husband or permanently unmarriageable male relatives) is a sinner and those responsible for her, such as her parents, brothers, or relatives have to advise her and command her to wear Hijab (veil). The closer a Muslim is related to her, the more obligated they are to advise her. If you advise your sister and she responds, all praise is for Allah, but if she refuses, both she and those who failed their duty of advising her will be sinful. As for women seeking knowledge of the Shari‘ah sciences and domestic matters, this is obligatory upon them, but they have to observe the Hijab that Allah has obligated them to wear and abide by the rest of noble manners.
